Kent Beck's 3 Golden Values

Kent Beck has an interesting spin on the 3 Golden Rules problem.

I don't think rules are the answer. Enron had lots more rules than three. I think values can address governance, though. My three would be accountability, responsibility, and mutual benefit. If people express these values in their daily work, that should take care of governance.

Two questions occured to me from reading Kent's response:

1. Is too many rules worse than none at all?
2. If you put "be" in front of a value, is it a rule? (e.g., "be accountable", "be responsible", "seek mutual benefit"?)
