Project Charters - Chicken & Egg.Advice from some leading software process improvement consultants is to create a project charter that clearly describes the business justification and the goals of a project.
What tends to happen - as it does with use case goals, too - is that project managers "fill in the gaps" in the charter on an existing project, effectively trying to retrofit the reason for doing the project in the first place, which is usually long-forgotten by then (if there ever was a rational reason for it in the first place.)
My own take on this is that if the charter didn't already exist before the project started, why did we start it?
